Department Action
In 2008, Collin County created its first Storm Water Management Program (SWMP) to comply with Federal and State regulations. With the help of our consultant, Jacobs Engineering, the engineering department developed a SWMP that consists of a series of Best Management Practices (BMPs), measurable goals and an implementation schedule. We submitted that first SWMP and NOI (Notice of Intent) to TCEQ (Texas Commission on Environmental Quality) on February 11, 2008.

In June 2014, we submitted our Program Renewal to TCEQ or Phase II, which extends our permit for another 5 years.

The third year of the Phase II program extends from January 1, 2016 to December 31, 2016. The Engineering department staff has been monitoring the Program activities with the help of other county departments, and will continue to do so through the end of the year.
County Engineering staff has negotiated with Jacobs Engineering, a fee of $17,095, which includes preparing the Phase II, year three (3) 2017 report, any notice of changes to the TCEQ and Coordination with County Staff.
The Year three report will be brought back to court for approval and subsequent submittal to TCEQ.

ACTION:
We request approval of the contract amendment #10 with Jacobs Engineering for Phase II, year three (3) support services of the Collin County Storm Water Program and allow the Engineering department to coordinate with the consultant to complete the Phase II, Year three (3) report and related activities.

Request Commissioners Court consideration and any action regarding approval of contract amendment No. 10 with Jacobs Engineering Group, Inc. for Phase II, year three (3) support services of the Collin County Storm Water Program, AGR 12179-08, for the amount of $17,095.00, and allow the Engineering department to coordinate with the consultant to complete the Phase II, Year three (3) report and related activities. Further authorize the Purchasing Agent to execute the contract amendment. md
