The Collin County District Attorney will use $1,811.55 of State Forfeiture Funds to purchase a bed cover to be installed on Ranger Mankin’s service vehicle, owned by the Texas Rangers-Company B. (Product Description: GS14-SX, Black DiamondBack HD – fits ’14-up Chevy/GMC Silverado/Sierra 1500 & ’15-up 2500 & 3500 Standard (6.5’) Box) This upgraded security feature will allow Ranger Mankin to keep necessary weapons systems secure in his vehicle while responding to active-shooter-type threats in Collin County. Its use will decrease response time to such threats, while keeping the appropriate amount of firepower at the Ranger’s disposal. Additionally, it will allow the secure storage of other equipment - such as crime scene response equipment, which will facilitate the expeditious and thorough processing of major/violent crime scenes in Collin County.

A donation from the State Forfeiture Fund to an entity that assists in “the detection, investigation, or prosecution of criminal offenses” is specifically authorized by Texas Code of Criminal Procedure Article 59.06 (d-2)(1)(A). The Texas Rangers clearly fall into the category of entities to which donations can be made. The donated equipment would be considered a “law enforcement purpose” under Texas Code of Criminal Procedure Article 59.06 (d-3).
