This budget adjustment is related to a journal entry required by our outside auditors.  It is increasing revenues and expenditures by the same amount in our debt service fund (net $0 to fund balance) to record the full amount paid to the bond refunding escrow trust fund.  The actual cash was never received by the county but was paid directly to the bond escrow trust when the bonds were issued.
