This memorandum is respectfully submitted requesting the court’s approval to enter into agreement with Justice Benefits, Inc. or JBI for Agreement No. 2017-198, Assistance to obtain Federal Financial Participation (FFP) for the SCAAP program to pursue State Criminal Alien Assistance Program SCAAP awards. After meeting with County Auditor Jeff May, we have mutually agreed that under this expansion of work JBI would develop cost data, secure the necessary data required to document qualified inmates and prepare the SCAAP claims. Attached are area agency claim awards that in recent years have eclipsed Collin County awards, many of these agencies are much smaller than Collin County. Your consideration in this matter is appreciated.

Purchasing Department Action

Request Commissioners' Court consideration and any action regarding approval of agreement with Justice Benefits, Inc. for Federal Financial Participation for the State Criminal Alien Assistance Program (SCAAP) and authorize Purchasing Agent to execute same; and approve Justice Benefits as the sole source provider for Federal Financial Participation for the State Criminal Alien Assistance Program (SCAAP) per the attached documentation and further allow exemption from the competitive bid process in accordance with V.T.C.A. Local Government Code 262.024 (a) (7) (A). sh

No cost to the County. Fee is 15% of monies collected.

Budget Department Action

Agreement with Justice Benefits, Incorporated And Collin County, Texas to assist in Federal Financial Participation for the SCAAP program.
Article 5.01 states that Fifteen percent (15%) of all revenue paid to the County (prospectively or retroactively) as
described in each of the County signed Initiatives.
Article 5.03 states JBI will be reimbursed in accordance with Texas Government Code after
funds are actually received by the County and an accurate invoice is delivered to the County by JBI,
even if those receipts occur beyond the term of this Agreement.

Auditor's Office Action

Available funds are based on revenues received though the SCAAP program.

Commissioners Court

Agreement for Professional Services with Justice Benefits, Inc., declare Justice Benefits, Inc. as the sole source provider for Federal Financial Participation for the State Criminal Alien Assistance Program (SCAAP), grant an exemption from the competitive bid process per V.T.C.A. Local Government Code 262.024(a)(7)(A) and further authorize the Purchasing Agent to finalize and execute same, Sheriff.
