Department Action

The Information Technology Department would like to request approval from Commissioner’s Court to utilize savings from completed “Courtroom Audio Equipment Project”, Project Code#: Q06205 to cover funding for “Websense Upgrade Project” in the amount of $80,000.00. This project has been requested in the FY2018 Budget, but if approved now to use the left over funds from the “Courtroom Audio Equipment Project” the request will be removed from the FY2018 Budget.

FY2018 Budget - Program Improvement Information:

Current situation: We have been using Forcepoint (formerly Websense) Triton APX to monitor and filter web traffic but we are unable to filter secure traffic through HTTPS.

Detailed description: We have been using Forcepoint (formerly Websense) Triton APX to monitor and filter web traffic for years. One area of concern has been the inability to monitor and filter HTTPS traffic, which requires a dedicated firewall solution. This would be necessary in order to break open the SSL packets, verify their authenticity, and determine whether to allow them to pass or blocked if it is encrypted malware. In order to do this, we will need to upgrade to a proper solution that will give us the granular control necessary to increase the security and safety of our domain's data. For something this critical, the county would be best served with a high availability solution, requiring two devices and accompanying support.

Please note that there is no requirements pending that requires the project to begin before FY2018 adopted budget.

Request is for the creation of a new project for the upgrade of Websense and required budget adjustment for the same in the amount of $80,000. Funding to come from a completed courtroom audio equipment project. Request was originally submitted as an FY 2018 Department Improvement through the budget process and is being considered. See attached memo for more research. General Fund (001).
