"Eye Chart" scenarios

Scenario 1: The County has the capacity to issue $590.09 mm over the next 5 years assuming a 20 year level debt service structure for each issue, a max tax rate of $0.05520 in each year and TAV growth of 4% in years 2019 through 2022.

Scenario 2: Assumes that the County issues $560 mm evenly over 5 years ($112 mm each year) with a 20 year amortization and a level debt service structure. As you can see the tax rate drops and then rises over the 5 years.

Scenario 3: Assumes that the County issues $560 mm evenly over 5 years ($112 mm each year), but in this scenario I am accelerating principal to use up capacity the County has in the early years of each issue.

All 3 scenarios assume the County will adopt a Redemption Resolution for FY 2018 to prepay currently callable principal to use up capacity the County currently has available.
