Department Action

We ask the Commissioners Court to approve the reassignment of the six Registration Clerks and their equipment from Non-Departmental Contingency to the Tax Assessor Collector Office, Approval of and authorize the County Judge to sign the Scofflaw contract, and approve the reassignment of the three Title Specialists and their equipment in Non-Departmental designated to the Tax Assessor Collector Office with the implementation of scofflaw.

Purchasing Department Action

Request Commissioners' Court approval and any action regarding 1) approval of Interlocal Agreement with North Texas Tollway Authority (NTTA) where County will refuse to register or renew the registration of certain motor vehicles when the Tax Assessor receives information from NTTA that owner is a Habitual Violator (Scofflaw) and authorize County Judge to execute same and 2) approve reassignment of funding from Non-Departmental Contingency to the Tax Assessor Collector per attached memo. sh

Budget Department Action

Budget amendment attached to include 3 Title Specialist and 6 Registration Clerks including equipment. These positions are currently in Non Departmental Program Contingency related to Scofflaw. Funding will be for the remaining 9 pay periods in FY 2017. 001 - General Fund

Auditor's Office Action

Funds available in the General Fund. Budget amendment will be processed upon approval. Revenues were not included in FY2017 revenue estimates; however, revenues for the remainder of the fiscal year are not expected to be material.

Commissioners Court

Interlocal Agreement with the North Texas Tollway Authority (NTTA) where the County will refuse to register or renew the registration of all motor vehicles flagged in the DMV System as having outstanding NTTA tolls and fees and the owner is considered a Habitual Violator (Scofflaw) and budget amendment in the amount of $159,124 to move salaries/benefits and equipment associated with the reassignment of 3 Title Specialists and 6 Registration Clerks, Tax Assessor/Collector.
