Department Action

We request Commissioners Court consider approval of the Agreement between the Texas Department of Transportation (TxDOT) and Collin County for 10% of the right-of-way (ROW) acquisition costs related to the project along FM 2514 from East of Lavon Parkway to Brown St. (Agreement attached)

TxDOT is currently finalizing the Preliminary Engineering for FM 2514 Project. They anticipate receiving environmental clearance in April 2018. The two segments are scheduled to let for construction in 2020 and 2021. The state must have all appropriate Right of Way agreements in place before they can start the acquisition process.

The Town of St. Paul and the City of Wylie have both petitioned the county to pay their respective participations for the project. The breakdowns are as follows and the request letters are attached:

Collin County 10% = $387,836.90
Town of St. Paul 10% = $702,935.60
City of Wylie 10% = $228,364.90
TOTAL = $1,319,137.40

TxDOT estimates the cost of right-of-way and Utilities to be $13,191,374. The 10% share will be $1,319,137.40

This project is of regional significance to the county. The court has allocated $4.8M in ROW funding from the $29M in discretionary for this project in project code 07-00-54, therefore the funding is available to meet this need.

Request Commissioners Court consideration and any action regarding approval of the Agreement to Contribute Right of Way Funds (Fixed Price) between the Texas Department of Transportation (TxDOT) and Collin County for 10% of the right-of-way (ROW) acquisition costs for certain highway improvements on FM2514 from East of Lavon Pkwy. to North of Drain Dr. and from North of Drain Dr. to Brown St. (Agreement attached); further authorize the County Judge to execute same. md

Total Right of Way cost is estimated at $13,191,374 with Collin County's share at $1,319,137.40 including the Town of St. Paul and Wylie's participation in the project. Budgeted funds available in Project 07-00-54. Bond Fund (440).
