and Collin County entered into a contract with her in January 2016. The amendment to

dates of the grant awarded by the Texas Veterans Commission.

Amendment No. 2 to contract No. 2016-140, Personal Services Agreement with Jennifer Smith for a Program Manager to oversee and administer the Veterans Court Program. Amendment includes various changes to scope of services, increases annual contract amount from $63,000 to $73,000 and extends the contract period for one year. Contract period effective July 1, 2017 through June 30, 2018. Total annual contract amount is $73,000. Funding to be provided through 2017-2018 Texas Veterans Court Grant.
The Budget comments refer to the change in Schedule A (Scope of Services) and Schedule C (Payment Schedule). The original Schedule C of the contract indicated the Program Manager would be paid semi-monthly on the 1st and 15th totaling $63,000 for a full year and prorated to $57,750 for the first year (Purchasing is calling FY16) because there were only 11 months of the contract term remaining. Then it was renewed for 6 months at $31,500 (Purchasing calls FY17).The Schedule C that this Amendment No. 2 replaces now indicates the Program Manager will be paid a total of $73,000 for the term July 2017 through June 2018.
This contract term is in 2 different fiscal years for the County so Purchasing’s comments about “FY16” and “FY17” aren’t truly fiscal years. They are referring to contract years. The original contract was from Jan – Dec 2016, but agreement went to court Feb 1, 2016 so the first year was prorated February – December ($57,750). The contract was then extended January – June 2017 and the pay frequency was changed from biweekly to weekly, but annualized amount remained $63,000 and the January – June prorated amount was $31,500. Now the current renewal is requesting 1 full year and a $10,000 increase in funds bringing the contract total to $73,000.
