Department Action

I am respectfully requesting the Commissioner's Court approve the attached ILA with the Blue Ridge ISD. Agreement shall commence on August 21, 2017 and continue in full force and effect through September 30, 2021.

Purchasing Department Action

Request Commissioners' Court consideration and any action regarding approval of Interlocal Agreement with Blue Ridge ISD to provide a Sheriff's Deputy for full time duty at Blue Ridge ISD and authorize County Judge to execute same. sh

HR and/or IT Action

Did not review cost and benefit information since that was reviewed by budget. Have some concerns with the utilization of the term overtime in multiple paragraphs that should probably be listed as compensatory time. Document is not really clear on how the PTO will be handled - for example will there be enough pto or too much pto for days off such as winter break etc. County must supply another SRO if the individual is out for medical, fmla, work comp or other leave. Timing for submitting hours worked does not meet payroll's schedule. Discipline is noted to be at the Sheriff's discretion. Would just clarify that it will be within civil service guidelines. Collin County does not have a liability policy that pays for lawyer fees.

Budget Department Action

Request to create a new deputy sheriff (SRO) position for Blue Ridge ISD per attached ILA. In this agreement, under section 3 - Blue Ridge ISD’s Obligations Section, 3.5 - Reimbursement, it states that Blue Ridge ISD will reimburse the first year SRO's annual salary between $87,161 and $97,948. These amounts do not include any overtime Blue Ridge ISD is agreeing to reimburse. Existing personnel will be moving into this position. Existing employees salary and benefits for FY 2017 total $104,647.17. Budget adjustment included on Fiscal Impact tab for one month salary and benefits of entry level deputy sheriff position in the amount of $6,369

Auditor's Office Action

Funds available in the General Fund. Budget amendment will be processed upon approval.

Interlocal Cooperation Agreement for Law-Enforcement Services with the Blue Ridge ISD to provide a licensed peace officer as a School Resource Officer (SRO) for a full-time assignment at Blue Ridge ISD, further approve the creation of a Deputy Sheriff position and budget amendment in the amount of $6,369 for same, Sheriff.
