Department Action
Attached for approval is an acquisition form from the Department of Health and Human Services, WIC Program, to accept donation of a total of 19 Microsoft Surface Pro 4 tablets along with peripheral equipment.

Texas WIC plans to implement a mandatory paperless eligibility system in 2018 thus requiring every WIC department to have computers to complete their daily task. With this goal in mind, Texas WIC will be donating the needed computers to every WIC office to ensure a smooth transition and remove any barriers to a paperless system.

The donation serves to provide upgraded equipment that is compatible with the upcoming Texas WIC paper-less system to improve efficiency and effectiveness of services, in alignment with Collin County standards. The donated equipment will take place of all current county computer equipment in the four WIC office sites. Ownership and warranties will be transferred to Computer Parts and Warehouse, as requested by the County Purchasing Department.

Purchasing Department Action
Request Health Care Foundation approval to accept donation (acquisition) of 19 Microsoft Surface Pro 4 tablets with peripheral equipment from the Department of Health and Human Services for the WIC Program.
HR and/or IT Action
IT recommends the acceptance of 19 donated Surface Pro systems from the State Department of Health & Human Services for their WIC Program. Currently Health Care has 18 county issued systems at WIC. IT will transfer all Microsoft license software from 18 of our current county systems to the new units. The State will purchase Microsoft license for the 19th unit. All hardware, software and warranty will transfer to the County. WIC is schedule for the county refresh in FY19 so IT will move their refresh to FY23.  
Budget Department Action
Acceptance of 19 Surface Pro 4 tablets to replace all existing computers in the Collin County WIC offices.  Computers will be maintained by Collin County and their equipment refresh will be moved from FY 2019 to FY 2023. No budget impact.
Auditor's Office Action
No action required by the Auditor's Office. Tablets will not be required to be reported on the annual DSHS GC-11 inventory report as ownership of the tablets will be given to Collin County.
