Department Action

The Engineering Department requests that the contract with Halff Associates Inc. for services relating to the DNT westerly (south bound) service road be increased by $695,000.

The bulk ($655,000) of this increase is for construction phase services which will provide part time construction inspection and construction administration support, with the balance ($39,290) requested for design modifications that would accommodate construction of a pedestrian sidewalk adjacent to the bridge across Doe Branch.

The City of Celina has requested that a sidewalk be included as part of the construction of the bridge over Doe Brach since there will be no development adjacent to the bridge to pay for a sidewalk. In return, Celina has offered to assume maintenance of the Collin County Outer Loop service roads constructed within their jurisdiction.

Purchasing Department Action

Request Commissioners' Court consideration and any action regarding approval of contract amendment No. 1 to the contract with Halff Associates, Inc., for the Design of the Dallas North Tollway South Bound Service Road from US 380 to FM 428, AGR 2016-181, to 1.) add utility relocation assistance, NTTA coordination, and construction inspection and administration services per the attached documentation for the amount of $655,000.00 and 2.) design modifications to accommodate construction of a pedestrian sidewalk adjacent to the bridge across Doe Branch per the attached documentation for the amount of $39,290.00. Further authorize the Purchasing Agent to execute the contract amendment. md

Halff Associates, Inc. was awarded the design of the project per CO# 2016-162-03-07. md

This item contains two different changes to contract. One totaling $655,000 (construction inspection), and the other $39,290 (design modification). Should the court determine to only have an increase for construction inspection, then that total dollar amount will be all that's necessary to reallocate. Just wanted to provide heads-up for this item.
