Laserfiche Licenses for Jail Standards Compliance

Department Action
 The Information Technology department is requesting approval of 146 Laserfiche forms licenses for Jail personnel to electronically and efficiently route a new electronic Screening Form for Suicide and Medical/Mental/Developmental Impairments from the Jail to Magistration to satisfy Texas Senate Bill 1849 signed by Governor Greg Abbott on June 15, 2017.  Due to the passage of this bill, the Texas Commission on Jail Standards has mandated a change to the Minimum Jail Standards requiring notification to occur from 72 hours to 12 hours.  The 12-hour notification requirement went into effect on September 1, 2017.
 
Jail personnel with assistance from IT converted the manual paper form into an electronic Laserfiche form that will be routed using a business process workflow from the Jail to the Magistrate.  The workflow process incorporates internal fail-safe mechanisms to ensure that routing of the form to the Magistrate occurs within the 12-hour mandate by the Texas Commission on Jail Standards.  These Laserfiche licenses can be re-used for additional future efficiency initiatives for Jail personnel.
 
Funding for these licenses including first year software support and maintenance will be taken from 03JUS funds in the amount of $22,688.40.
Purchasing Department Action
Request Commissioners' Court consideration and any action regarding approval of Contract No. 2018-225 through BuyBoard 544-17 to MCCi, LLC for 146 Laserfiche forms licenses. Per Court Order 2008-1027-11-11, MCCi,LLC is the sole source vendor for Laserfiche new software purchases and support renewal. sh
