Commissioners Court previously budgeted funds to acquire right-of-way for the Collin County Outer Loop between the Dallas North Tollway and State Highway 289 (Preston Road), including property adjacent to the future CCOL/SH 289 interchange.

The property owners specified on the attached Commissioners Court Order have been offered compensation for their property. The offered amounts are equal to or exceed the fair market value of the property as appraised. These property owners have declined the County’s offer for compensation.

The Engineering Department requests Commissioners Court’s authorization to initiate condemnation proceedings to acquire the right-of-way needed for the parcels specified along this section of the Collin County Outer Loop.
