This is to request Commissioners Court acceptance for the FY 2019 Public Health Emergency Preparedness (PHEP) Hazards contract with the Texas Department of State Health Services (DSHS). The FY 2019 award is being distributed as an amendment to the existing FY 2018 contract (537-18-0128-00001). The amendment will extend the current contract through June 30, 2019 and provide an additional $545,327 for the upcoming contract year, which is level funding. A 10% match in the amount of $54,540 is required for all funds spent and we expect to meet that requirement through in-kind support from existing Collin County staff hours. The purpose of the PHEP Hazards grant is to support public health emergency activities such as epidemiology and surveillance, public health needs in disaster situations, sheltering in place, pandemic flu response, mass fatality, and Strategic National Stockpile response, to name a few. Besides a one-time purchasing of a morgue trailer, program funds will be used towards existing PHEP personnel costs as well as purchasing related program supplies.

Acceptance of Public Health Emergency Preparedness FY 2019 Grant in the amount of $545,327 in federal funds with a required 10% in-kind match of $54,540 from existing county personnel. The total budget, including projected in-kind match, is $599,867. Grant funding consist of personnel and benefits as well as training and travel, supplies, equipment, software, cell phones, and a custom built refrigerated morgue trailer. County could be responsible for the maintenance of equipment and trailer after the grant term expires. Grant period is July 1, 2018 through June 30, 2019.

Federal funds in the amount of $545,327 with a required county in-kind match of $54,540. Grant period is from 7/1/2018 through 6/30/2019. The grant is for public health emergency preparedness – including Epidemiology, health needs during evacuations, sheltering-in-place, and shelters, pandemic flu response, mass fatality, and SNS response.
