Department Action

The City of Celina and the Town of Prosper just approved an interlocal agreement (ILA) committing to the nature of and funding for Frontier Parkway. As you know the County agreed to lead/manage this project, and as you also know various sources of funding have been identified over the years. In addition the cities and Collin County agreed in principal last year to fund the overrun (one-third each) that was identified in 2017 due to poor estimating originally and a lack of escalators for projecting to the time of bidding. It has taken a great amount of effort, time and patience to develop an ILA that was acceptable to all three parties. It is hoped that the Commissioners Court will be able to approve it.
Due to the nature of the various sources of funding and all the time that has passed since the project was originally conceived, the ILA is rather involved. If you have any concerns or questions, I will be happy to answer them ahead of the Commissioners Court meeting or during the meeting. The summary of the commitment required of the County is as follows:
- Difference in the original estimate of $16M and the total of all original funding sources = $21,955
- One-third of the actual overrun over $16M, currently estimated to be $6,555,000: 1/3 = $2,185,000
- Estimated total - $2,207,000.
In the ILA all parties agree to pay as much as 20% above the current estimate, above which all parties have a right to terminate their participation in the agreement.
The County’s funding will come from the $29M in 2007 bond funds that the Court has identified for various projects. A budget adjustment is included in this agenda item which is the above estimated total plus 20 percent.

It is requested that the Commissioners Court approve the Interlocal Agreement with the Town of Prosper and the City of Celina and the associated budget adjustment.

Purchasing Department Action

Request Commissioners Court consideration and any action regarding approval of the Interlocal Agreement between the Town of Prosper and the City of Celina concerning the design and construction of Frontier Parkway from the Dallas North Tollway to Preston Road (SH 289) and the associated budget adjustment; further authorize the County Judge to execute each agreement. MD

Collin County's estimated commitment is $2,207,000.00.

Budget Department Action

Funds available in the amount of $2,650,000 for the over-runs related to Frontier Parkway. Amount includes twenty percent above the current estimate. See fiscal impact tab for details on funding sources. Bond Fund (440).
