Department Action

An amendment is needed to the design contract with Birkhoff, Hendricks & Carter, LLP (PO# 199212). Additional work not anticipated in the original scope has been required to resolve some critical drainage issues. Changes have had to be made to the access road now that development plans have been finalized in Celina. Also the City of Celina now wants to bid the full width bridge as an alternate bid – the City is paying for the additional design and construction cost. Therefore, the items requiring this amendment are as follows:
1. Re-design of the bridge from a four-lane to a six-lane bridge as well as a deductive alternate bid package.
2. Drainage analysis of Tributary C of Doe Branch to reconcile with previous analyses and to develop options for consideration of additional detention on the Prosper High School site as well as the design of an enlarged detention pond and preparation of the re-plat for that enlarged pond.
3. Re-design of the north access road due to the final establishment of the alignment by the adjoining development and the City of Celina.
4. The addition of 12 monthly progress meetings that had not be anticipated in the original scope. It is now obvious that there are many issues to this project that we had not anticipated, and all parties agree monthly progress meetings during design are necessary.
These summarized items are shown in more detail in the attached amendment, if you desire to examine them more closely. The increase to the engineering contract will be $440,190, which will bring the total of the contract to $2,423,480.

It is requested that the Commissioners Court approve the amendment to the engineering contract.

Purchasing Department Action

Request Commissioners' Court consideration and any action regarding approval of contract amendment No. 4 to the contract with Birkhoff, Hendricks & Carter, LLP, AGR 2016-229, Frontier Parkway Improvements, to resolve some critical drainage issues, make changes to the access road, and bid the full width bridge as an alternate. Further authorize the Purchasing agent to execute same. MD

Amendment No. 4 will add 280 calendar days to their contract.
