Department Action

Coordination with the Prosper Independent School District’s stadium project on Frontier Parkway has brought several issues to resolve between the two projects. Hopefully the final one is access through the PISD property to the existing businesses on Frontier just northeast of the stadium. It has been determined that the best option is to utilize one of the stadium access points and construct a roadway between that access and the existing businesses. An additional $4,000 is needed for the engineer to design this new connection.
There are also coordination issues on the north side of Frontier with the Light Farms development. The Frontier design requires the removal and re-location of CR 51 which was built by Light Farms. The new alignment will be utilized as part of the detour during the construction of the bridge. It has now been determined that approximately 3 months would be saved in the overall schedule of the Frontier project if this section of re-located roadway were built ahead of (and separate from) the Frontier project. In order to do this an additional $16,202 is needed for the design and a net increase for the bidding and construction phase services to do this small project separately. It is felt that it is well worth $16,202 to save 3 months on the project.
It is recommended that the Commissioners Court approve Amendment No. 5 for an increase of $20,202, which will bring the total of the contract to $2,443,682.

Purchasing Department Action

Request Commissioners' Court consideration and any action regarding approval of contract amendment No. 5 to the contract with Birkhoff, Hendricks & Carter, LLC, AGR 2016-229, Frontier Parkway Improvements, to address access through the Prosper ISD property and bid Prairie Crossing as a separate project to save approximately three months of total construction time. Further authorize the Purchasing Agent to execute and finalize same. Amendment will add $20,202.00 to the contract for a new contract total of $2,443,682.00. MD
