Department Action
The Interlocal Agreement among the Town of Prosper, the City of Celina and Collin County for the funding, design and construction of Frontier Parkway specifies that the project will consist of a four-lane divided roadway with a partial bridge to carry four lanes. The City of Celina has since decided that a full six-lane bridge should be considered for the project. They are willing to pay for the design and special bidding to bid the project as a six-lane bridge base with a deductive alternate for a four-lane bridge. The City has committed to paying for the extra construction cost of the six-lane bridge if the bid prices are acceptable.
A separate Interlocal Agreement has been developed between the City of Celina and Collin County to cover just the added items concerning the expanded bridge. It calls for Celina to:
1. Pay $120,700 for design and $8,400 for additional bidding services, both to be submitted to Collin county within 90 days of the agreement,
2. Communicate to Collin County within 45 days of the receipt of bids whether or not it consents to the expansion,
3. Pay $18,099 for additional construction administration services and the difference between the base project (six-lane bridge) and the deductive alternate (4-lane bridge), currently estimated to be $1,367,900 if the decision is made to accept the bid for the expanded bridge, both to be submitted to Collin County within 60 days of receipt of bids.
The Celina City Council has now approved the ILA. It is recommended that the Commissioners Court approve the proposed Interlocal Agreement.

Department requesting approval of Interlocal Agreement with the City of Celina for bridge expansion on Frontier Parkway.  The City of Celina has agreed to pay $120,700 for design and $8,400 for additional bidding services both to be submitted to Collin County within 90 days of the agreement.  They will also communicate within 45 days of the bid receipts  whether or not they will consent to the expansion.  They will pay $18,099 for additional construction and administration services and the difference between the base project and expansion which is estimated to be $1,367,900. If the expansion is chosen, according to the ILA, Celina will send the funds before we execute the contract with the contractor. Funding available in project RI07014 will be $97,984 after budget amendment on 10/22 Commissioners Court Agenda Item 45615.
