Department Action

The Health Care Services department would like to respectfully request Commissioners’ Court approval of the Refrigerated Morgue Trailer IFB. This is a funded project within the approved FY2019 Public Health Emergency Preparedness (PHEP) grant budget. The total cost of the morgue trailer is $55,208.72, of which $52,358.00 will be paid using FY2019 PHEP grant funds and the remaining $2,850.72 will be paid with county funds from the existing FY2019 Pubic Works (Equipment/Fleet Services) budget. Trailerlogic LLC is considered to be the best evaluated offer as their refrigerated morgue trailer met our critical requirements for body capacity, racking system, and cooling unit. This one-time purchase is meant to support our public health infrastructure. The trailer will be used by the Medical Examiner’s office in response to mass casualty/mass fatality incidents and for essential operations related to transporting and storing human remains.

Public Works Comments

Equipment Services estimates the annual maintenance for the Morgue Trailer to be $500 per year. There are sufficient funds in the Auto Maintenance account to cover any maintenance or repairs for this unit.

Budget Department Action

Budgeted funds available for the award of IFB 2018-343, Refrigerated Morgue Trailer with Trailerlogic, LLC. Funding approved through the FY 2019 PHEP Grant. Budget amendment will be needed to pay for the remaining balance. The contract term begins on the date of award and continues until delivery and acceptance of the equipment. 2102-PHEP Grant Fund and 0001-General Fund. See attached budget amendment for details.

Auditor's Office Action

Federal grant funds available in the amount of $52,358 from the DSHS contract 537-18-0128-00001. Purchase order must be issued to purchase approve grant equipment within the first quarter of the grant, 7/1/18 through 9/30/18.
