Department Action

The Engineering Department requests Commissioners Courts authorization to enter into an Engineering Services Agreement with Halff Associates, Inc. for design of Park Boulevard from Parker Road east to State Highway 78.

Halff has previously provided design documents for the portion of this road that will cross Corp of Engineers property and were successful in helping us obtain permission from the Corp for future construction.

Their scope and fee (attached) include development of right-of-way documents, design plans for a future 4 lane divided roadway, including a grade separated crossing across the existing Kansas City Southern Railway lines and geotech.

The estimated construction cost for this project is $30,000,000 and Halff’s proposed fee is $1,700,000. A budget adjustment will be necessary to put the funds within the appropriate project code.

Purchasing Department Action

Commissioners' Court consideration and any action regarding 1.) approval of Halff Associates, Inc. as the most qualified engineering firm for the design of Park Blvd from FM 2514 to SH 78, and 2.) approval of the scope and fee. Further authorize the Purchasing Agent to finalize and execute the engineering services agreement. md

Halff Associates, Inc. was previously selected as the most qualified firm by CO# 2014-081-02-10 for the preliminary design of the project.

Budget Department Action

Budgeted funds available for Engineering Services Agreement with Halff Associates, Inc. for the design of Park Boulevard from Parker Road east to State Highway 78. Budget adjustment will be needed to move funding within the appropriate project for Consultants. See attached journal proof report for budget adjustment details. Bond Fund (4213).

Auditor's Office Action

Funds available in the Unlimited Tax Road Bond Fund.
