Department Action

This is to request Commissioners Court acceptance of the FY 2019 TB Federal grant contract. The FY 2019 award is being distributed as an amendment to the existing FY2018 contract. The amendment provides $114,386 additional DSHS grant funds for the upcoming contract year, which is level funding, and extends the grant contract period through December 31, 2019. A 20% match ($22,877) is required for expended FY 2019 funds, which will be achieved through existing personnel time. The federal funds are meant to provide basic services and related activities for tuberculosis (TB) prevention and control. TB is a communicable disease caused by Mycobacterium tuberculosis. TB is spread from person to person through the air. When a person with pulmonary or laryngeal TB coughs, sneezes, speaks, or sings, droplet nuclei containing M. tuberculosis are expelled into the air. Depending on the environment, these tiny particles (1-5microns in diameter) can remain suspended in the air for several hours. If another person inhales air containing droplet nuclei, transmission may occur. Texas is ranked second in the top five leading U.S. States by number of TB cases. Collin County has outpaced Texas and the nation in population growth over the last 36 years and the demands for TB services in Collin County are likewise increasing. In order to keep up with those demands and to continue to fulfill our assigned public health role, we will use this money to continue to fund TB staffing, purchase TB supplies, pay for diagnostic studies, and meet other TB clinic needs.

FY 2019 DSHS Federal Grant for TB Prevention and Control in the amount of $114,386 with an in kind match of $22,877 to be met with existing employee salaries and benefits. Grant includes personnel, training and travel, supplies, contract services with Prima Care, language line, patient transport and wireless service. Grant term is January 1, 2019 through December 31,2019.

Auditor's Office Action

Acceptance of DSHS TB Federal grant award in the amount of $114,386 in federal funds with a required county match of $22,877 which can be in kind. The grant period is from 1/1/19 through 12/31/19. The grant application had been reviewed by the grant review committee as per attached.

Amendment to the contract with the Texas Department of State Health Services (DSHS) for Contract No. HHS000047600001, Amendment No. 1: Tuberculosis Prevention and Control (Federal Funds) to accept the FY 2019 grant award and further extend the contract through and including December 31, 2019, Health Care.
