Department Action

The Collin County Information Technology department requests approval of a letter of intent for a pilot of an Online Dispute Resolution (ODR) process for Collin County courts.

The Texas Office of Court Administration (“OCA”), The Pew Charitable Trusts (“Pew”), and the National Center of State Courts (“NCSC”) intend to pilot Online Dispute Resolution tools in collaboration with courts in one or more counties in Texas. Texas has been chosen by Pew and NCSC as one of the states they plan on providing limited technical assistance to, which includes at least three visits and unlimited consultation by phone and email to assist with launching an ODR pilot.

Initial evidence suggests that court-annexed Online Dispute Resolution (“ODR”) tools can be implemented in a way that helps improve individual access to the courts, increases efficiency and transparency by improving traditional court processes, and ensures fairness for all court users.

Purchasing Department Action

Request Commissoners' Court consideration and any action regarding approval of the attached letter of intent to pilot Online Dispute Resolution (ODR) tools for Collin County courts with The Texas Office of Court Administration ("OCA"), The Pew Charitable Trusts ("PEW"), and The National Center of State Courts ("NCSC") and authorize County Judge to execute. cw
