HISTORY OF THE PROGRAM
In 2008, Collin County created its first Storm Water Management Program (SWMP) to comply with Federal and State regulations. With the help of our consultant, Jacobs Engineering Group, the engineering department developed a SWMP that consists of a series of Best Management Practices (BMPs), measurable goals and an implementation schedule. We submitted that first Storm Water Management Plan and Notice of Intent (NOI) to the Texas Commission on Environmental Quality (TCEQ) on February 11, 2008.

In June 2014, we submitted our Program Renewal to TCEQ, which extended our permit for another 5 years.

PRESENTLY
The fifth year of the most recent Phase II permit was from January 1, 2018 to December 31, 2018. The Engineering department staff has been monitoring the 2018 activities with the help of other county departments. With the help of Jacobs, we will prepare the 2019 report that details the year 2018 activities and submit to TCEQ by March 31, 2019.

Since this permit term has concluded, Jacobs will assist the County with the renewal application process for the new permit term and five year SWMP.

Total cost for the proposed engineering consultant services are $53,672.00.

The Year five report (2019 report for Year 2018 activities) and New Permit/Program Renewal will be brought back to court for approval and subsequent submittal to TCEQ.

We request that you favorably consider approval of the contract with Jacobs Engineering for year contract Amendment #12 for support services of the Collin County Storm Water Program Report for Year 2018 and Permit Renewal.

Request Commissioners' Court consideration and any action regarding approval of contract amendment No. 12 with Jacobs Engineering Group, Inc. for Phase II, year five (5) support services of the Collin County Storm Water Program, AGR 12179-08, for the amount of $53,672.00. Engineering department will coordinate with the consultant to complete the Phase II, Year five (5) 2019 Annual Report and related activities and the SWMP revision and permit renewal. Further authorize the Purchasing Agent to execute the contract amendment. md
