Attached for approval is the service agreement and business associate contract with PrimaCare Medical Centers to provide primary health care services to individuals who meet Collin County’s eligibility criteria under the Primary Care Services Program. The Primary Care Service Program was established in 2007. The funding for this program was approved in the 2019 adopted budget.

There was an interim of time in which Collin County was not contracted with PrimaCare directly due to the fact Texas Health Resources (THR) had chosen to pick up the Primary Care Services Program as a Medicaid Waiver Project. The original PrimaCare agreement (FY 2007) with Collin County had been funded and paid through the Health Care budget.

During the time period of 4/1/2013 through 9/30/2018, a third party hospital, Texas Health Resources (THR), was paying for these charges through the Medicaid Waiver 1115 Program.

Texas Health Resources (THR) ended their Medicaid Waiver 1115 project as of 10/1/2018; therefore we are asking to contract directly with PrimaCare to provide primary care services to our county residents seven days a week.

The Primary Care Service Program (PCS) provides valuable resources for indigent families who need assistance with health care costs. PrimaCare offers 5 locations in Collin County and their office hours are weekdays 8AM – 8PM and weekends 8AM – 5PM no appointment necessary.

The Primary Care Service Program (PCS) has proven to be an effective tool in providing Collin County indigent residents with easily accessible acute healthcare services which would otherwise result in the patients delaying treatment or waiting until the medical condition worsened and visiting a local emergency room resulting in greater cost to the county.

I respectfully request approval of the attached PrimaCare Medical Centers Renewal Service Agreement and Business Associate Agreement.

Purchasing Department Action

Request Commissioners Court consideration and any action regarding approval of a Services Agreement and Business Associate Contract with PrimaCare Medical Centers, to provide health care to low income US citizens and legal residents of Collin County, and further authorize President of Collin County Health Care Foundation to execute same. Contract not to exceed $125,000.00 FY19. gz
