Department Action

The Engineering Department submitted a list of projects to be included in the 2019 Bond Sale to Commissioners Court in December 2018 (Court Order # 2018-1089-12-17). One of the projects on this approved list was the development of Plans, Specifications and Estimates (PS&E) for design for a 3 mile section of service road for the Collin County Outer Loop between State Highway 289 (Preston Road) and F.M. Highway 2478 (Custer Road). A budget estimate of $934,389 was included for this design work.

Jacobs Engineering, formerly CH2M Hill, provided Collin County with design plans for construction of the southerly east bound service road and a portion of the future main lanes for the Collin County Outer Loop between State Highway 289 and the Dallas North Tollway. Their services also included preparation of right-of-way documents required from the Collin/Denton County line east to F.M. Highway 2478.

Additionally, Jacobs has prepared schematic design plans for the 6 mile section of the Outer Loop from the Collin/Denton County line to F.M. Highway 2478. The schematic design work included typical sections and profiles for the main lanes and both service roads. The schematic also included the major interchanges at DNT and Preston, intersection configurations, ramping, the location of drainage structures and existing driveway connections.

Since their acquisition of CH2M Hill, Jacobs Engineering has demonstrated the ability to provide all services needed for a project of this nature. Their development of schematic plans for this section of the project provides them with design data, knowledge and very recent familiarity with this specific section of the CCOL. As such, the Engineering Department has determined that Jacobs Engineering is the best qualified firm to provide design services for the service road connection between State Highway No. 289 and F.M. Highway No. 2478.
It is recommended that Commissioners Court determine that Jacobs Engineering is the best qualified firm to provide design services for the Outer Loop between SH 289 and FM 2478 and authorize the staff to enter into scope and fee negotiations with Jacobs Engineering. We will be available to answer any questions you might have regarding this matter.

Purchasing Department Action

Request Commissioners' Court consideration and any action regarding approval to deem Jacobs Engineering Group, Inc. as the most qualified firm to provide design services for the Collin County Outer Loop between SH 289 and FM 2478 and further authorize staff to enter into scope and fee negotiations. The negotiatied scope and fee will be on a future agenda item for approval. MD
