This is to request Commissioners Court acceptance for the FY 2020 Public Health Emergency Preparedness (PHEP) Hazards contract with the Texas Department of State Health Services (DSHS). 
 
The FY 2020 award is being distributed as an amendment to the existing PHEP grant contract             (537-18-0128-00001).  The amendment will extend the current contract through June 30, 2020 and provide an additional $545,327 for the upcoming contract year, which is level funding.  A 10% match in the amount of $54,532 is required for all funds spent and we expect to meet that requirement through in-kind support from existing Collin County staff hours. 
 
The purpose of the PHEP Hazards grant is to support public health emergency activities such as epidemiology and surveillance, public health needs in disaster situations, sheltering in place, pandemic flu response, mass fatality, and Strategic National Stockpile response, to name a few. Program funds will be used towards existing PHEP personnel costs as well as purchasing related program supplies.

DSHS FY 2020 Hazards/Public Health Emergency Preparedness (PHEP) Grant Contract Renewal in the amount of $545,327 in federal funds with an amended, per attached contract, a required 10% in-kind match of $54,532 from existing county personnel. The total budget, including projected in-kind match, is $599,859. Grant funding consists of personnel and benefits as well as travel, supplies, and other costs including cellular phones. Grant period is July 1, 2019 through June 30, 2020.

Grant application had been reviewed by the grant review committee as per attached. Grant award is $545,327 in federal funds. Required in-kind match was decreased to $54,532. Grant period is 7/1/2019 through 6/30/2020.
