The Engineering Department requests Commissioners Court’s authorization to award a contract in the amount of $18,556,016.05 to Mario Sinacola and Sons Excavating, Inc. for construction of the southerly, east bound frontage road, including a portion of the main lane for the Collin County Outer Loop between the DNT and Preston Road. Mario Sinacola is the lowest qualified bidder based on our engineer’s evaluation of the bids and contractor qualifications.
It is anticipated that construction will begin in September with substantial completion by Summer 2021.
A budget adjustment is necessary to transfer funds from a completed segment (US75 to 121) but have remaining funds available for construction of the Outer Loop. We will use the ’07 funds first and the remaining will be from the 2018 bond program already placed within the appropriate project code, RI18OL001.
