Department Action

This is to request Commissioners Court acceptance of the FY 2020 TB Federal grant contract.

The FY 2020 award provides $114,386 DSHS grant funds for the upcoming contract year, which is level funding, and covers the grant contract period from January 1, 2020 through December 31, 2020.

A 20% match is required for expended FY 2020 funds, which will be achieved through existing personnel time. The federal funds are meant to provide basic services and related activities for tuberculosis (TB) prevention and control.

TB is a communicable disease caused by Mycobacterium tuberculosis. TB is spread from person to person through the air. When a person with pulmonary or laryngeal TB coughs, sneezes, speaks, or sings, droplet nuclei containing M. tuberculosis are expelled into the air. Depending on the environment, these tiny particles (1-5microns in diameter) can remain suspended in the air for several hours. If another person inhales air containing droplet nuclei, transmission may occur.

Texas is ranked second in the top five leading U.S. States by number of TB cases. Collin County has outpaced Texas and the nation in population growth over the last 36 years and the demands for TB services in Collin County are likewise increasing. In order to keep up with those demands and to continue to fulfill our assigned public health role, we will use this money to continue to fund TB staffing, purchase TB supplies, pay for diagnostic studies, and meet other TB clinic needs.

Request Commissioners Court consideration and any action regarding approval to accept the FY2020 Federal grant from Department of State Health Services Contract HHS000686100011 for the period January 1, 2020 through December 31, 2020 and authorize Board President to execue same. sh

FY 2020 DSHS Federal Grant for TB Prevention and Control in the amount of $114,386 with an in kind match of $22,877 to be met with existing employee salaries and benefits. Grant includes personnel, training and travel, supplies, contract services with Prima Care, language line, patient transport and wireless service. Grant term is January 1, 2020 through December 31, 2020.

Auditor's Office Action

Original application had been reviewed by the grant review committee as per attached. Federal grant funds in the amount of $114,386 with a required county match of $22,877. Matching funds can be in kind. Grant period is 1/1/2020 through 12/31/2020.
