The Collin County Information Technology department requests approval to conduct a no cost 60-day evaluation of the FoxIT Phantom PDF Business software. This software evaluation is occurring alongside the Tyler Odyssey Court Case Management software and, if successful, may replace the Adobe Acrobat Pro DC licenses, installed as part of the counties Adobe ETLA agreement. Adobe has introduced business process changes requiring a greater level of user management for the county network support technicians. Additionally, these changes enable storage accounts for each user in the Adobe Cloud, which the county cannot disable. This storage, combined with the management requirements, introduces additional data leak possibilities and decreases our cyber-security posture.
A successful evaluation will lead to an FY21 budget request to migrate from the Adobe product.
