Department Action

The effort required to complete all the document updates has exceeded the current contract hours and therefore we are asking for an amendment to cover the additional work needed to complete the work.

Commissioners Court approved a contract with Lamb-Star Engineering for Engineering Services related to the update and or creation of various Collin County regulations and Policy/Technical documents on February 12, 2018.

Engineering staff has been working with the consultant on edits to the Subdivision and Floodplain Regulations and Roadway and Drainage Design Standards technical manuals. In January, staff went out for a thirty (30) day comment period and then presented the draft documents at a Public Hearing on February 20, 2020. Presently, the consultant is compiling all comments from that Public Hearing and will complete the edits of the Subdivision and Floodplain Regulations as well as the Drainage Design and Roadway Standards draft documents in order to present updates to the court at a subsequent public hearing this spring.

Public Works is working with the consultant on the final edits to their Roadway Policy and Right of Way Use documents and will be submitting those documents to the court for approval in Spring/Summer 2020.

The following tasks are included in the supplement hours. Hours for these tasks were not included in the original scope of work:

Complete re-write of the Subdivision and Floodplain Regulations. The original scope only anticipated an update of these documents.
Edits to the DRAFT Subdivision regulations based on updates to Legislation (HB 3167) that went into effect December 2019.
Edits due to additional rounds of County staff and County Planning Board Comments.
Edits due to comments from a second spring 2020 Public Hearing and submittal of Final Draft Documents for approval at a summer 2020 Commissioners Court meeting.
The addition of a Right of Way Use Policy document by Public Works.
Edits due to additional rounds of comments on the Roadway Policy and Right of Way Use Policy documents.

The Consultant has broken the supplement up into actual hours already completed and additional hours required.
The additional cost for the actual hours expended to date is a lump sum amount of $39,675.
The cost for the additional hours needed to complete the remainder of the tasks listed above is based on an hourly, not to exceed amount of $109,758. If some of these hours are not needed, the consultant will not bill us for them.
The total cost for the Supplement is $149,433.

ACTION: Request Commissioners Court Approval of Contract Amendment #1 with Lamb-Star Engineering L.P for Engineering Services Related to the Update of Various County Regulations and Policy/Technical Documents in the amount of $149,433.

Purchasing Department Action

Request Commissioners Court consideration and any action regarding approval of Contract Amendment No. 1 with Lamb-Star Engineering L.P., AGR 2018-152, for Engineering Services related to the Update of County Subdivision Regulations, Floodplain Regulations, County Drainage Design Manual, and County Road Policy Manual for tasks that were not included in the original scope of work for the amount of $149,433.00. Further authorize the Purchasing Agent to execute same. MD
