Attached is the FY2020 COVID-2019 Crisis CoAg grant application for one year grant period 3/15/2020-3/15/2021 in the amount of $669,893 to support the county’s coronavirus response activities. Due to the grant application deadline being 3/25/2020, the application was submitted to DSHS in a timely manner and needs approval.
 
The COVID-2019 Crisis CoAg grant is a valuable source of funding for Collin County. The grant creates the abilities to effectively respond to the public health threats caused by the COVID-2019 pandemic.  The activities funded by this grant center around increasing public health surveillance, laboratory testing, and reporting of coronavirus cases in the community.  The required activities include identifying and reporting case data, performing contact tracing tasks, implementing infection control and disease mitigation measures, and developing a Community Intervention Implementation Plan.  The plan would outline how our local jurisdiction will achieve goals related to slowing the transmission of COVID-2019, minimizing morbidity and mortality, and protecting the healthcare, workforce, and infrastructure functions of our county while minimizing the disease’s social and financial impact.
 
The bulk of the budgeted COVID-2019 Crisis CoAg grant costs will be used in hiring six (6) epidemiologists.  Funding for personal protective equipment (PPE) and testing supplies has been included to support grant activities.  In addition to the salary and fringe for grant employees, other program costs such as mileage, travel for training, and general office supplies are included in the budget for review.

Request Health Care Foundation approval of grant application for FY202 Covid-2019 grant from the Texas Department of State Health Services and authorize Board President to execute same. sh

FY 2020 COVID-2019 Grant in the amount of $669,893. No County match required. Grant funds will cover salary and benefits for an additional six (6) Epidemiologist personnel as well as travel, computer equipment and software, PPE equipment, cell phones, MiFi’s and supplies. County could be responsible for the maintenance of equipment after the grant term expires. Grant period is March 15, 2020 through March 15, 2021.

Grant application has been reviewed by the grant review committee as per attached. Grant application for State funds in the amount of $669,893 with no county match required. Grant period is December 1, 2019 through August 31, 2020.
