Department Action

The Regional Transportation Council approved $3,995,823 in RTR funds for the Frontier Parkway project. TxDOT is the depository for the RTR funds. Now that the RTC has approved the funding, TxDOT needs the County to enter into an agreement with TxDOT. Once this is executed, TxDOT will provide the funds. The proposed agreement is attached. The only requirements of the County are to keep this in a separate account and track the interest earnings (which can be spent on the project), to provide monthly reports of expenditures and interest, and to report when the project is completed with an accounting for the funds provided. Any funds not spent must be returned.
When funds are received like this, the money is placed in a revenue account. They must then be transferred to an expenditure account within the project. So a budget amendment will be required.
It is recommended that the Commissioners Court approve the agreement with TxDOT, authorize the County Judge to execute the agreement, direct the Auditor to create an account for these RTR funds and approve a budget amendment to transfer the funds to the new account that is created.

Request Commissioners Court consideration and any action regarding approval of an Advance Funding Agreement for a Project Held in the State Highway 121 Sub-account (Frontier Parkway from SH 289 (Preston Road) to Dallas North Tollway in the City of Celina), account creation and budget amendment for same. Further authorize the County Judge to execute agreement. MD

The State will pay $3,995,823 from the SH 121 Sub-account for the construction.

Budget Department Action

Requesting approval of an Advance Funding Agreement with TxDOT for a project held in the State Highway 121 sub-account (Frontier Parkway from SH 289 to Dallas North Tollway in the City of Celina). In addition to the agreement, the department requests the creation of a fund for receiving and budgeting the funding as well as a budget amendment once the funds are deposited to establish the budget.
