This is to request Commissioners Court acceptance for the amendment to the FY2020 COVID-2019 Crisis CoAg grant contract with the Texas Department of State Health Services (DSHS).
 
The original FY2020 award (HHS000769800001) is effective for a one year period from 3/15/2020 to 3/15/2021 in the amount of $669,893.  The contract amendment has been approved by DSHS to increase the funding an additional $687,462 to bring the total award amount to $1,357,355.  The purpose of the grant is to support the county’s coronavirus response activities. No match is required from the county for this contract.   
 
The increase in funding from the amendment to the COVID-2019 Crisis CoAg grant contract will be used primarily towards the salary and fringe benefits of six (6) total employees:  (3) PHEP Specialists, (1) PHEP Planner, (1) Functional Analyst, (1) Public Information Officer.  Funds are expected to be spent on purchasing personal protective equipment (PPE), COVID-2019 testing, and dispensing supplies to support grant activities.  Equipment for use in COVID response activities and funding for media advertising has been provided.  Lastly, other program expenses such as mileage and general office supplies are included.

Amendment to FY 2020 COVID-2019 Grant for additional funds in the amount of $687,462. Total contract amount of $1,357,355 with no county match required. Additional grant funds will cover salary and benefits for an additional six (6) new personnel as well as travel, computer equipment and software, PPE equipment, cell phones, MiFi’s, supplies, equipment and COVID-2019 outreach and education . Equipment to include testing machines, cargo trailer with generator, trailer mounted generator and mobile refrigerators/freezers. County could be responsible for the maintenance of equipment after the grant term expires. Grant period is March 15, 2020 through March 15, 2021. (2108)-HC Grants Fund.  

 
Auditor's Office Action
Acceptance of grant contract in the amount of $687,462 to bring the total contract amount to $1,357,355 with no county match required. Original grant applications reviewed by the grant review committee as per attached. Grant period is April 21, 2020 through March 15, 2021. Grant is for Coronavirus 2019 (COVID-2019) response - including enhancing epidemiology, surveillance, laboratory testing, contact tracking, and reporting activities as well as develop a community intervention implementation plan. COVID-2019 grant is meant to protect the healthcare, workforce, and infrastructure of the community to minimize social and economic impacts of COVID-2019 in Collin County
