Request Commissioners' Court consideration and approval for Contract Amendment No. 1, RFQ 2019-021, Professional Services, Architectural, Adult Detention Center Assessment and Design Services for Design of Phase I.
In early 2019, Commissioners Court funded $46,000,000 to expand the Adult Detention Center. Since then, Brinkley Sargent Wiginton and Pulitzer Bogard were hired to perform a study of the existing facility to determine inmate population estimates and the related component expansions required over the next 25 years. Three phases of work have been identified:
· Phase I: $45,570,000
o New Intake/Book-In and 180 bed Orientation/Permanent housing areas
o Includes construction, architecture and all other expected costs plus a contingency for unexpected costs
o Design and construction will take approximately 2.5 years to complete
· Phase II and III: $127,000,000
o Includes a large infirmary, additional housing, kitchen, laundry and other services
While the current COVID-19 pandemic has brought the inmate population temporarily down, it is anticipated this population will return to prior levels.
Since funding is currently available for Phase I, I recommend approving the design fee of $3,188,408 to Brinkley Sargent Wiginton.
