Texas Legislature approved SB1376 requiring that Collin County adopt a purchasing preference of recycled materials. Pursuant to Texas LGC 262.005, Health and Safety Code 361.426, and Texas Administrative Code 328.203, the County must give preference to products made with recycled materials if the products meet applicable specifications as to quantity and quality and the average price of the product is not more than 10% greater than the price of comparable non-recycled products.
