Department Action

BGE has been working on the design for the FM 546/Myrick Lane phase 1 project and in doing so, has been working with developers along that roadway and CR 398. As part of the FM 546/Myrick Lane phase 1 project coordination, some level of effort had to be done to determine preliminary roadway alignments for the CR 398 project, which BGE has already performed through their work on the FM 546/Myrick project phase 1 project.

CR 398 is located approximately 1200’ south of the FM 546/Myrick Lane Phase 1 project. Both roads will serve as reliever routes for the congested US 380 arterial. CR 398 was identified by Engineering and Public Works staff as a top priority in the 2023 Bond Program.

We are now ready to officially begin the design for the CR 398 project, and have determined, based on the effort that has already been done by BGE, that they are the most qualified to continue the preliminary and final design for the CR 398 project.

Staff has negotiated the best price of $1,725,727.41 which includes subcontract expenses. The project includes preliminary and PS&E level design, public involvement with affected land owners and stakeholder cities and agencies, subsurface utility investigation and survey/Right of Way mapping services, any local environmental work that is needed and bid phase services as well as construction management services.
Design should take around fifteen months and we anticipate being able to go to construction by Q4 of 2026.
Funds are available from the 2023 Bond program and are in the consultant account for RI23002 project code.

ACTION REQUESTED:
It is requested that the Commissioners Court:

Deem BGE, Inc. the most qualified to perform engineering services, and
Consider approval of the attached BGE, Inc. Engineering Services scope and fee proposal and issue a notice to proceed to the consultant to begin work.

Request Commissioners Court consideration and any action regarding approval to deem BGE, Inc. the most qualified firm to assist the preliminary and final design for the CR 398 project, and approval of a scope and fee from BGE, Inc., for the design of CR 398 project in the amount of $1,725,727.41. Further, authorize the Purchasing Agent to execute the engineering services agreement # 2025-325. ED
BGE was deemed most qualified for the adjacent project through a formal RFQ process, contract 2019-210, by Court Order 2019-859-09-23
