This is to request Collin County Board of Trustees acceptance for the FY 2017 TB State grant award. 

The FY 2017 award is being distributed as an amendment to the existing FY 2016 contract, increasing the DSHS grant funds from $152,828 to $305,656 and extending the contract through August 31, 2017. The total allocation amount for September 1, 2016, to August 31, 2017, is $152,828 which is level funding.

A 20% match ($30,566) is required for expended FY 2017 funds, which will be achieved through existing personnel time.

The state funds are meant to provide basic services and related activities for tuberculosis (TB) prevention and control.  The FY 2016 contract as well as the FY 2017 Inter Local Application (ILA), and FY 2017 contract amendment are included for reference.

TB is a communicable disease caused by Mycobacterium tuberculosis.  TB is spread from person to person through the air.  When a person with pulmonary or laryngeal TB coughs, sneezes, speaks, or sings, droplet nuclei containing M. tuberculosis are expelled into the air.  Depending on the environment, these tiny particles (1-5microns in diameter) can remain suspended in the air for several hours.  If another person inhales air containing droplet nuclei, transmission may occur.

Texas is ranked second in the top five leading U.S. States by number of TB cases.  Collin County has outpaced Texas and the nation in population growth over the last 36 years and the demands for TB services in Collin County are likewise increasing.  In order to keep up with those demands and to continue to fulfill our assigned public health role, we will use this money to continue to fund TB staffing, purchase  TB supplies, pay for diagnostic studies, and meet other TB clinic needs.

TB State FY 2017 Grant extension for an additional year with funding change from $152,828 with an in kind county match of $30,566 from existing employees to $305,656 in grant funds with a new match of $61,132. Total program funding is now $366,788. Grant includes personnel, training, medical and office supplies, translation services as well as a contract Pharmacist. Grant period is extended  through August 31, 2017.
