Mario Sinacola & Sons Excavating Inc. (MSSEI) was recently awarded a contract to extend the DNT Frontage Road north of F.M. Highway 428.

In order to facilitate construction, they are requesting approval from Collin County to use a portion of the Dallas North Tollway (DNT) right-of-way on the south side of F.M. Highway 428 for their job offices (See Letter Attached). The property will not be used for a concrete batch plant.

MSSEI is proposing a twenty-four (24) month term at $500.00 per month. They will provide an insurance policy for this operation and will restore the property to a similar condition when they vacate the site.

We have reached out to the City of Celina and they were not opposed to this use or location. Celina will require MSSEI to pull appropriate permits.

If approved, Judge Hill’s execution of the attached License Agreement is requested and we will be available to answer any questions you might have regarding this matter.

Purchasing Department Action

Request Commissioners Court consideration and any action regarding a license agreement between Mario Sinacola & Sons Excavating, Inc. and Collin County for use of land having an area of approximately 2.3 acres located approximately 1,000 feet south of the centerline of FM 428 between the existing northbound and southbound frontage roads of the Dallas North Tollway, City of Celina, County of Collin, to construct a temporary field office, parking, and staging of related materials, temporary water line and extension of overhead electrical service. Agreement shall commence on November 1, 2020, and continue for 24 months at a rate of $500 per month payable to Collin County. Further, authorize the Purchasing Agent to execute same. MD

Revenue payable to the county in the amount of $500 per month starting November 1, 2020 for the period of 24 months.
