Department Action

Bids were received on December 10 for the construction of two-lane service roads for the Outer Loop between Preston and Custer. A deadline of June 1, 2021, will be required as part of the contract to complete and open the segment between Preston and Choate Pkwy so that this road will be available to access the new Collin College opening in 2021.

Eight bids were received. The low bidder was Mario Sinacola & Sons, Excavating, Inc. (MSSEI) with a bid of $13,063,071.85, 11% lower than the engineer’s estimate of $14,687,335. Four bids were within 5.5% of the low bid and only one bid was higher than the engineer’s estimate. This is the fourth Collin County project in a row for which MSSEI has been the low bidder. We have confidence in MSSEI’s capacity to perform the work in a quality manner and in the timeframe proposed. MSSEI understands the importance of completing the work to Choate on time and is committed to the deadline. However, we are having trouble clearing the utilities at Preston Rd, so there is a possibility that MSSEI will be held up for this reason.

A budget adjustment in the amount of $3,000,000 will be required in order to move funding from the Right of Way account to the Construction account.

Actions Requested: We request Commissioners Court consideration of the bid award to MSSEI in the amount of $13,063,071.85, the associated budget adjustment, and authorize the County Judge to execute the contract.

Request Commissioners Court consideration and any action regarding approval to award IFB 2020-258, Construction, Road: Collin County Outer Loop from East of SH 289 to FM 2478, to Mario Sinacola & Sons Excavating, Inc., the lowest and best bid received in the amount of $13,063,071.85. Further, authorize the Purchasing Agent to finalize and execute the construction agreement. MD
