The Park Blvd project is under construction on the north side of Wylie from Parker Rd/FM 2514 to SH 78 near the CPKCRR Intermodal Terminal. Many years after the project was initiated a residential subdivision was developed (Wylie Lakes) near the east end of the projects and the development layout was coordinated with the proposed alignment of the future Park Blvd.
There will be an intersection of the collector street for the subdivision, Spencer Lane, and Park Blvd. Typically, the traffic control at new intersections evolves as the traffic develops. However, in this case, now that construction has begun, there have been numerous requests from residents of this subdivision for increased traffic control. So, the Engineering staff is recommending that we make some initial traffic projections and study the potential traffic control that may be beneficial. We think there is some value in providing the residents the security of knowing what can be envisioned at this time and what will be installed initially.
An Intersection Control Evaluation will cost $11,500. It is recommended that Halff Associates, the firm that designed Park Blvd, conduct this study now rather than wait until Park Blvd is open to traffic. The results of the study can be communicated to the residents through their HOA and the controls can be incorporated into the construction and be ready for the change in traffic. This study will bring the total for Halff’s contract to $3,573,951.
Recommended Action: It is recommended that the Commissioners Court approve Amendment No. 6 to Halff Associates contract in the amount of $11,500, and approve the transfer of $11,500, from RI23005-4036-750300013-809280 (construction) to RI RI23005-4036-750300013-809250 (consultants).
