Department Action

Commissioners Court approved the engineering services agreement with Burns McDonald (BMcD) August of 2024 for the development of the schematic for the Collin County Outer Loop Segments 2 & 4 Project (from just north of US 380 to the Rockwall County Line). Schematic development will result in Right of Way determination.
Burns has reviewed the technically preferred alignment that was established in 2009/2010 for Segments 2 & 4. It has been determined that Segment 2 would benefit from alignment variations in certain areas whereas, the majority of Segment 4 alignment needs little to no adjustment.
The County is ready to acquire Right-of-Way along the project, especially along the majority of Segment 4 north of FM 547. The engineering department has already been approached by landowners ready to sell.
We are seeking permission from the court to acquire parcels associated with the above referenced project and as shown on the alignment map. The engineering department is confident in early acquisition with willing sellers along segment 4 north of FM 547. ROW acquisition south of FM 547 will likely start after a preferred alignment is selected. Any willing sellers south of FM 547 will be considered case by case. Funds are available in RI18OL005-4030-750300013-809682.
