Attached for your review is a new FY2021, FY2022 COVID-2019 (Supplemental) grant application for 21 month grant period 8/1/2020-4/30/2022 in the amount of $456,278 to support the county’s Novel coronavirus response activities. No match of county funding is required.  The new grant is separate from the current COVID-2019 grant contract executed by Collin County Court and DSHS (HHS000769800001).  Due to the grant application deadline being 6/18/2020, the application for the new COVID-2019 grant was submitted to DSHS in a timely manner and needs approval.
 
The new COVID-2019 (Supplemental) grant is a worthwhile source of funding for Collin County. The grant creates the abilities to effectively respond to the public health threats caused by the COVID-2019 pandemic.  The activities funded by this grant center around establishing or enhancing the county’s ability to identify cases, improving morbidity and mortality surveillance, enhancing laboratory testing and reporting capacity, and preventing and controlling COVID-19 in healthcare settings and protecting other vulnerable or high risk populations.
 
The bulk of the budgeted COVID-2019 Supplemental grant costs will be used towards hiring two (2) Epidemiologists and paying a vendor to conduct a preparedness needs assessment.  The preparedness needs assessment for our county is expected to serve as a strategic tool to assist the health department in monitoring, preventing, and controlling COVID-19 as described in the Statement of Work. In addition to the salary and fringe for grant employees, other program costs such as mileage, standard computer equipment, necessary software, printed materials and general office supplies are included in the budget for review.

FY 2021-FY2022 COVID-2019 Grant Supplemental in the amount of $456,278. No County match required. Grant funds will cover salary and benefits for two (2) new Epidemiologist positions, contractual services, as well as travel, computer equipment and software, cell phones, MiFi’s and supplies. County could be responsible for the maintenance of equipment after the grant term expires. Grant period is August 1, 2020 through April 30, 2022.

Grant application has been reviewed by the grant review committee as per attached. Supplemental funding for Novel Coronavirus (COVID-2019) response – to include enhanced epidemiology, surveillance, laboratory testing, contact tracting, and reporting activities.Includes request for community needs assessment for COVID-2019. The grant is designed to bolster public health efforts in protecting healthcare, workforce, vulnerable populations, and preventing the spread of COVID-19 in our community. State funds in the amount of $456,278 with no county match required. Budget does include 2 new positions. Grant period is 8/01/2020 through 4/30/2022
