Department Action
The Collin County Sheriff’s Office respectfully requests approval of a contract for professional services by attorneys Fred Smith and Roderick Kennedy to provide professional training and consulting services to the Sheriff’s Office. In particular, to advise and assist in the review and revision of the use-of-force, vehicle-pursuit, and related policies used in the Operations and Special Operations Bureaus. Funding approved AI55133 12/11/23 Commissioners Court. The Sheriff's Office is also notifying the Commissioners Court of a budget amendment to fund the expected consultant fees beyond training. Federal Forfeiture Funds (1066) will be utilized in the amount of $14,662.00.

Request Commissioners Court consideration and any action to: 1) authorize exemption from the competitive bidding process per Local Government Code 262.024(a)(4); 2) enter into Professional Agreement 2024-200, Training & Consulting Use of Force with attorneys Fred Smith and Roderick Kennedy for Professional Consulting Services to advise and assist in the review and revision of related policies used in the Operations and Special Operations Bureaus; and 3) authorize County Judge to execute same. svm

Auditor's Office Action
Available unbudgeted fund balance of $68,896.75 as of (02/02/2024) in the Sheriff’s Office Federal Forfeiture fund (1066). The Fund balance after Budget amendment will be $54,234.75 as of 2/2/2024. The Budget amendment will be processed upon approval.
