The North Central Texas Council of Governments (NCTCOG) was awarded Cooperating Technical Partner Fiscal Year 2021 grant funds from FEMA for a flood risk identification study in the East Fork Trinity Watershed. This partnership provides 75% matching funds from FEMA with 25% coming from the local government.
The study will include the reaches depicted in Option 2 which includes both the 8.5 miles of the East Fork Trinity River and 10 miles of the tributaries to the east of the main channel.
On June 21, 2021, Commissioners Court approved the financial support for this partnership. CO# 2021-589-06-21.
The county’s participation will include the 25% match of $37,565. In addition, there is a $2,500 NCTCOG administration fee for administration of the study bringing the county’s participation to $40,065.
The Town of Lowry Crossing is also participating in the study and they have already approved their Interlocal Agreement for funding.
Funding is available in Consultants account, 1010-75020-0001-68-30-0000-626401, in the Engineering Department Budget.
ACTION
We request Commissioners Court approval and execution of the attached Interlocal Agreement between Collin County and NCTCOG concerning the Cooperation Technical Partners FY 2021 Flood Risk Project for East Fork Trinity. Collin County’s participation not to exceed $40,065.
