The Office of Emergency Management has been conducting a 5-year review of the Comprehensive Emergency Management Plan (CEMP) for Collin County. The Disaster Debris Management Plan is contained with the CEMP. WE have determined there is a need to update the Debris Management Plan. An RFP as been developed, with input from Purchasing and Public Works, to select a contractor for the purposes of debris removal. This RFP has also been reviewed by the Texas Division of Emergency Management to assist in ensuring State and Federal guidelines have been met in the event the County would seek disaster recovery funds if available.
I respectfully request Commissioners's Court to consider and approve to advertise for bid: RFP 2020-199 Disaster Debris Removal (Emergency). This RFP is for the cleanup and processing of debris following a debris generating disaster, such as a tornado or winter storm, in which the amount of debris exceeds the County's ability to abate it. There are no costs associated with the RFP until the contract is activated following a debris generating event.
