Information Department Action The City of Celina needs to control the access along the service roads of the Outer Loop that are in Celina since these act as major thoroughfares in their city. The limits are what we call Segment 3, from the Denton County line to FM 2478 (Custer). The City is willing to take the responsibility for maintenance and traffic operations as part of this responsibility. Over the last few years we have worked on an agreement for this. The Celina City Council approved the agreement at their meeting on December 8, 2020. The basic provisions of the agreement are that the CC Toll Road Authority will build the service roads at its cost and the City will maintain the services roads and control and permit access to property along the service roads.   Action Requested:   The Board of Directors of the Collin County Toll Road Authority is requested to approve the attached agreement with the City of Celina that outlines the responsibilities of each entity which includes the provision for the City of Celina to maintain the service roads.   Purchasing Department Action Request Collin County Toll Road Authority's consideration and any action regarding approval of an interlocal agreement between the Collin County Toll Road Authority and the City of Celina regarding segment 3 of the Collin County Outer Loop and further authorize the Board President to execute same.
