NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

		2.			Notification of budget adjustment(s)/amendment(s):

			a.	AI-58458 Notification Only	$50,893.50 to establish the budget for the FY 2025-2027 (2580) Chapter 19 fund, Auditor.

					COMMISSIONERS COURT BUSINESS:

					Public comments related to an item on the Agenda. If a member of the public would like to address the Court, a properly completed Public Comment Form must be submitted prior to the start of the meeting. Each speaker shall be limited to a maximum of three (3) minutes for public comments.

		1.		AI-58305 Approved	Collin County Justice Center Cluster IV Chilled Water Pump project (Coop Contract No. 2025-255) to Reliable Plant Maintenance Inc. through TIPS Contract No. 230104, and further authorize the Purchasing Agent to finalize and execute the Construction Contract for same, Facilities.

		2.		AI-58453 Approved	Ergotron Carts and Accessories (Contract No. 2025-332) to Dell Marketing L.P. through Omnia Contract No. 01-143, Information Technology.

		3.		AI-58464 Approved	Fuel Card Services (Contract No. 2025-335) to U.S. Bank National Association, through Texas SmartBuy Contract No. 946-M4 (Section 9946-M4-3244), and further authorize the Purchasing Agent to finalize and execute the cooperative purchasing member addendum, Public Works.

		4.		AI-58491 Approved	Emergency Services for Roofing Repairs and Maintenance (Coop Contract No. 2025-338) to RL National Roofing Partners, LLC d/b/a K-Post Company through Omnia Partners Cooperative Contract No. R230402, Purchasing.

		5.		AI-58471 Approved	Culverts, Bands, Drop Structures (IFB No. 2025-178) to various vendors, Public Works.

	e.				Agreement(s):

		1.		AI-58385 Approved	Personal Services Agreement with Jose Arellano (Contract No. 2025-306) for pool inspection services, grant an exemption from the competitive bid process per Local Government Code 262.024(a)(4), and further authorize the Purchasing Agent to finalize and execute same, Development Services.

		2.		AI-58387 Approved	Personal Services Agreement with Gary Machado (Contract No. 2025-305) for pool inspection services, grant an exemption from the competitive bid process per Local Government Code 262.024(a)(4), and further authorize the Purchasing Agent to finalize and execute same, Development Services.

	f.				Change Order(s):

		1.		AI-58481 Approved	No. 4 to Construction, Collin County Outer Loop Segment 3C from FM 2478 to US 75 (IFB No. 2023-303) with RPMx Construction, LLC for project quantity revisions, and further authorize the Purchasing Agent to finalize and execute same, Engineering.

	g.				Contract Renewal(s):

		1.		AI-58439 Approved	Professional Services, Waterproofing and Roofing Consultant (Contract No. 2023-324) with Drytec Moisture Protection Technology Consultants, Inc. to extend the contract for one (1) year through and including September 30, 2026, Construction & Projects.

		2.		AI-58460 Approved	Professional Services, Surveying (Contract No. 2023-240) with Halff Associates, Inc. to extend the contract for one (1) year through and including September 30, 2026, Engineering.

	h.				Budget adjustment(s)/amendment(s):

		1.		AI-58480 Approved	$200 for membership dues, 416th District Court.

	i.				Receive and File, Auditor:

		1.		AI-58476 Approved	Monthly Financial Reports for June 2025.

	j.				Miscellaneous:

		1.		AI-58475 Approved	Purchase of service weapon at the replacement cost of $409, County Court at Law 7.

		2.		AI-58494 Approved	Personnel Appointments, Human Resources.

		3.		AI-58495 Approved	Personnel Changes, Human Resources.

2.					Executive Session Items:

					Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

					Security (551.076)

				AI-58483 No Action Taken	Courthouse Expansion and Security, Administrative Services.

					Any action resulting from the executive session.

					The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.
