The Engineering Department requests that the contract with Halff Associates, Inc. for services related to the Park Blvd Project be increased by the amount of $174,701 for Amendment #4. The project bid date has been delayed due to several reasons. The main one being long response times from Kansas City Southern Railroad (now CPKC) on easement and agreement approvals. The easement documents have recently been approved by court and we are now working to get the final Construction Agreement from CPCK. Staff will provide the agreement to the court for approval when received. CPCK has mentioned that the merger with Canadian Pacific has caused much delay for any document that needs to be reviewed by them. The delay has also caused the need for us to resubmit our Nationwide Permit 14 with the United States Army Corp of Engineers (USACE) for re-verification. Additionally, we are still working on relocating the last of the franchise utilities. The additional scope for Amendment #4 in the amount of $174,701 will include additional Project Management/Coordination, Final Engineering and Environmental Evaluation/Permitting to cover services needed due to the delay in bidding. Halff’s current contract amount is $3,276,721. With the increase of Amendment #4, the new contract amount with Halff will be $3,451,422. Collin County Sheriff's Office respectfully requests that the Commissioners Court change the standard schedule for four employee numbers (2 for Trinity Falls and 2 for the City of Lucas) from 80 hours in a 14 day work period to 84 hours. The position numbers for Trinity Falls are 00300558 and 00300559. Current records indicate the two Trinity Falls positions have personnel associated with them and the additional annual salary to be budgeted (excluding benefits) would be $7,792. Current records do not indicate employees associated with the City of Lucas positions. At the minimum pay level the additional annual salary to be budgeted (excluding benefits) would be $6,702.
