I am notifying Commissioners Court that I am amending the FY2026 Budget for the DA State Forfeiture Fund (Fund 1037) to increase the Contract Labor line item, which is used to fund the post-bar intern stipend program.
This program has proven vital to staffing my office with entry-level misdemeanor prosecutors. Nearly all of our new hires have come through this program.
The stipends required for the prospective class of post-bar interns this fall will exceed the amount currently budgeted for this line item. Accordingly, I am increasing the Contract Labor line item by $20,000 to ensure adequate funding for the program.

Preserve at Royse City, LLC, owner and developer of The Preserve of Collin County (The Preserve MUD of Collin County), requests Commissioners Court consideration of the attached Final Plat of The Preserve of Collin County Phase 1 North.

This development is located within a Municipal Utility District (MUD) and all public infrastructure will be owned and maintained by the district. The District is in the process of securing agreements for emergency services. Phase 1 consists of approximately 25.41 acres and includes 229 residential lots and four (4) HOA lots. Because the lots do not front on the existing public roads, construction of new public roads is required. All public roads will be designed and constructed to meet or exceed the County's minimum design standards.

The project generally drains from east to west and will outfall into Bluff Creek.

Potable water service will be provided by the Nevada Special Utility District (SUD), and sanitary sewer service will be provided by a Texas Commission on Environmental Quality (TCEQ) permitted waste water treatment facility.

Attached is a list of proposed conditions that must be addressed by the applicant as part of the Court's conditional approval. If the Court grants conditional approval, the County will provide the list of conditions to the applicant following the Court's action, in accordance with the Collin County Subdivision Regulations.

RECOMMENDED ACTION
We recommend that the Commissioners Court consider conditional approval of the Final Plat for The Preserve of Collin County Phase 1 North, subject to the attached conditions.

Staff, in coordination with our consultant, Kimley-Horn, and the County Attorney, has completed proposed changes to the Collin County Subdivision Regulations, Floodplain Management Regulations, and Manufactured Home Rental Community Regulations.

A 30-day public comment period began on July 3, 2026. Notice of the proposed changes and public hearing was published in the Dallas Morning News and posted on the Collin County Clerk's website, the Main Collin County website, and the Engineering Department's Land Development website.

Throughout the public comment period, staff also solicited feedback from members of the development, engineering, and real estate communities. All comments received from stakeholders, as well as testimony and comments presented during the public hearing, will be documented, evaluated, and considered for incorporation into the proposed regulations as appropriate.

Following the close of the public comment period and Public Hearing, staff will prepare a summary of all comments received, along with recommended revisions.

Staff will be available to answer any questions.

RECOMMENDED ACTION:

1) Staff recommends that the Commissioners Court conduct a public hearing to receive public testimony regarding the proposed changes to the Collin County Subdivision Regulations, Floodplain Management Regulations, and Manufactured Home Rental Community Regulations; and

2) Discussion and any Action related to the adoption of the Collin County Subdivision Regulations, Floodplain Management Regulations, and Manufactured Home Rental Community Regulations.
